The Constitution of Bearland

Preamble
We, the People of Bearland, to build a nation that is fair and lasting, to keep peace in our Arctic lands, to look after the welfare of all citizens, and to protect liberty for ourselves and those who come after us, do establish this Constitution of the Sovereign Micronation of Bearland.
Document I. The Embassy of Bearland
Section 1. Structure of Government
All legislative, executive, and judicial authority shall be vested in the Embassy of Bearland, consisting of:
Head of State: the chief executive and leader.
Reserve: an appointed deputy chosen by the Head of State to serve as Steward appointer when the Head of State cannot appoint.
Steward: a temporary leader appointed by either the Head of State or Reserve when the Head of State cannot serve.
Section 2. Succession and Voting
The Head of State serves indefinitely unless a Steward is appointed.
Appointment of a Steward triggers a 120 day public voting period where Bearland citizens vote online to confirm or reject the Steward. A majority no vote of over 50% results in continuation of the current Head of State’s term OR reappointment of a new Steward within 3 days if the Reserve is needed to appoint a Steward. The Reserve holds the authority to appoint a Steward if the Head of State is incapacitated. The Reserve is appointed, not elected. No one under 22 years of age may serve in the Embassy of Bearland.
Section 3. Voting and Participation
All national votes shall be conducted digitally on Bearland’s official website.
Voting rights are guaranteed to all Bearland citizens.
Section 4. Compensation
Members of the Embassy shall be compensated for their service, funded by the Treasury of Bearland.
Section 5. Powers of the Embassy
The Embassy holds authority to levy taxes and collect duties, fund and operate national services, and oversee all Bearland lawmaking and constitutional changes.
Document II. The Judiciary
Section 1. Courts and Judges
Judicial power is vested in the Embassy of Bearland and any lower courts established by the Embassy of Bearland.
Judges shall serve with good conduct and cannot have their compensation reduced while in office.
Section 2. Scope of Judicial Power
Courts have jurisdiction over all cases involving, Bearland’s Constitution, laws, and treaties, disputes between Bearland citizens and foreign citizens or states, any matter affecting Bearland’s sovereignty or rights.
Section 3. Trials
All trials shall be by jury where possible and held in Bearland territory or at the Embassy of Bearland.
Document III. Rights and Guarantees
All citizens are entitled to equal protection under Bearland law. Religious tests or affiliations shall never be required for public office. Freedom of speech, religion, press, assembly, and expression are guaranteed. Bearland citizens are entitled to fair trials and due process.
Document IV. Amendments and Ratification
The Constitution of Bearland may be amended at any time by the Head of State. No vote or further approval is required for such amendments to take effect.
Document V. Clarification
This Constitution establishes the framework of Bearland’s government, rights, and powers.
It is not a criminal or civil code and does not exhaustively define all offenses or penalties.
All matters of crime, punishment, and civil regulation shall be established by separate laws enacted by the Embassy of Bearland.
Amendment I. The Bearland Palace
All references within this Constitution and in all laws, records, and official documents of Bearland to the Embassy of Bearland shall be understood to refer to the Bearland Palace.
The Bearland Palace is the continuation of the same governing institution formerly known as the Embassy of Bearland. This amendment effects a change in name only and does not alter the structure, powers, duties, or authority of the institution or of any office therein.
All authority, responsibilities, and functions of the Embassy of Bearland are carried forward to the Bearland Palace. This amendment is effective immediately.
